Give back oligarchy to italian republics

Since the austria update tags with italian culture are locked out of the oligarchy governament reform for republics (aka the standard republic) that was excanged for the italian signoria (12 years election cycle).
Although the italian signoria is a fun governamet reform to play with i do not understand why everywhere else in the world unique reforms are just an option side by side with the base reforms the italians have to take the short end of the stick and have a reform that changes substantialy the way of playing without the option to play republics normaly.
EDIT: also from an historical point of view this doesn't make sense at game start both siena and lucca where not signorie and although siena would fall into asignoria in 1487 under Petrucci lucca remained a "democracy" until napoleon conquered it.
Also the short lived corsican republic can't realy be rappresented by anything but an oligarchy.

Russian duchy is not locked and the other two are tag specific and have ways to return to the standard governament (forming egypt and the english civil war)
italian tags have no way to play standard republic exept by changing culture
Edit: also you are comparing two of the strongest tags on earth with an entire culture group where the smallest tags are opm vassals
It is not like if you release and play as northumberland you are locked with the english monarchy

ahh yes... forming EGYPT... someting you can o after age of absolutism where everyone starts to quit game , why didnt he think about that ofcourse
Italians are fine. their abilty to get a good ruler sometimes and keep upgrading it is just as good as regular election mechanic.

Russian Principality being fixed duchy rank got me confused.
Egypt is tech 20 so way away
Daiymo, shogun, independent shogun can swap between themselves unless you form japan and go empire.
Elective monarchy is fixed until you abolish it via event chain in 1700s
Ottomans and Rum is locked until you become Christian
Celestial empire is locked
Mughal diwan is locked

Forming Tuscany lets you become a monarchy as well as signora if a monarchy before. Low Republican tradition let's you become dictator. Savronolia gives modifiers not unique gov reform iirc
