In the games current state, a theocracy in 1444 doesn't have any bonus to converting provinces compared to a monarchy or republic. Not even the Papal state is more effecient at converting a province than the Kongo is, moreover a small prestige bonus if they do so. This really doesn't fit the flavour of a theocracy, which should be extra prone to converting heretics and heathens.
I suggest that all theocracies should have a minor bonus to using missionaries tied to the government type "theocracy". Nothing big, but at least something. I think it would be fitting with +1% missionary conversion chance, and a discount to missionary maintenance by 25%.
