Estates are now stronger than ever, and countries without estates are at a significant disadvantage compared to countries with three estates.
For example, England has no nobility estate due to its unique monarchy. So England lost two dip slots and can't use diet. Countries without three estates are more miserable.

There may be an opinion that it is easy to raise the absolute cap because there is no estate. However, many countries that don’t have an estate have a large penalty in absolute caps, and even without an estate the absolutism cap is not high.

To fix this inequality, the existing system instead of the estate needs to be as powerful as the estate, but it takes a lot of time and effort. It is an easy way to give all countries three estates.
