Give AI +100% governing capacity and -30% overextension on very hard

I'm not normally a fan of giving the AI artificial bonuses to compensate for dumb gameplay. But since VH goes down this road already with buffs like +50% force limit, why not add some buffs for CG and OE as well?

I expect this is one buff that a lot of people would support right now.

The overall base governing capacity limit should be increased too. It should be high enough that it won't normally get in the way of the AI in the early game.

In latest patch they added Ai related logic for interactions that give governing capacity. Strictly speaking AI doesn't need this buff, it's just this bug with Ai releasing vassals that needs to be fixed. Well at least it looks like a bug from my point of view, Ai should be releasing only uncored land at overextension threshold, not how is it now. And from looking at code in defines it looks like a bug.
