So, I plan on installing GIP. However, I have never downloaded anything for HoI. So, my question is, where should the folder that I download go? Thanks. Should I do anything else, such as a new installation?

It doesn't matter where do you download the files.Just install them to your HoI 2 directory if you dl the .exe,or extract the files to your HoI 2 folder if you have the .rar.
