This game attaches considerable importance to Gibraltar, in that it forms half of the control of "Gibraltar Straight", however there are a few problems with this.

Firstly, contrary to misconception (and PDX maps) Gibraltar is NOT the southernmost tip of the Iberian Peninsular.
Rather, Gibraltar is a small headland to the North-East, opposite Algeciras, forming the Bay of Gibraltar

I'm not sure if PDX's maps could accurately portray this, as Gibraltar in total is only 6.8 km2 (and some of that would be relatively modern reclamation.)

However my main point is this:
Gibraltar is dominated by the Rock, which since the 17~1800's, has been tunnelled, galleried, and embrasured to form a massive fortress.
Yet in the game, no fortification is present.
Furthermore, in the PDX map it is represented as having three borders for a combat width of 120, which is an absolute nonsense. Gibraltar is connected to the Spanish mainland by only a narrow isthmus.
So in the game, it is relatively easy for Spain to capture Gibraltar, when in fact the exact opposite is true.

Yes, there is an option to use a Focus to add a level 4 fort, and that could be said to represent modernisation that took place during WW2. But the starting point should be much stronger.
