It's like that for gameplay purposes, its not accurate for a reason (if it was, you would barely be able to see Gibraltar, let alone click on it).
Same reason why the English channel is wider than it is in reality - gameplay purposes.

yeah make gibraltar its actual size and have buildings and units stand in the province next to it. Have it be so small you cant even click it.

From a gameplay PoW you can either have gibraltar be large (im not saying it might not be possible to make it smaller than the devs have made it and still have units etc. inside it.) or you can decide not to have gibraltar as a province. The latter is definitely better for gameplay.
I dunno if it could be better represented with a "zoom-in box". It's what most map does when trying to represent small (semi)island that are important but to small to show up.

Wow thats actually the best idea ive seen ever with that problem. Although im sure it wont be possible in HOI 4, its a very good idea. I think a single province will be enough in hoi 4 tho
So that is where the upside down drawing for this propaganda booklet came from...Gibraltar is a tiny rock. It should be on the map and oversized, but it shouldn't overlap the whole province of Cadiz, yes.
