Ghost Units?

Same day I declared war on Greece, they changed to Helen Republic with 100% democracy.
I had suddenly lost all intel and the collaboration gov of 30%.
Shaken but not stirred, I pressed on.
The war was slightly more difficult than normal as Greece was mobilized vs. Turkey thru focus.
(the 140 day focus that tries to recruit half the world against Turkey...well maybe it was 'decolonization' the one time I let that happen and more than 20 nations declared war on Turkey including 2 majors).
Any way, I was spared the collaboration after the war ended, Yay!...
But now I see 7 Greek 'ghost' divisions that survived a save and reboot.

Nope. I hear AI doesn't open spy's till 1940 and they are too few and stuck around for years. They remained when Bulgaria took two of the states thru diplomacy.
Next time Bulgaria puppets instead of fights, I'm releasing and declaring war. They toss a wrench in nearly every game.
Another problem is CP being available very late game, years after having to justify against ottoman friends to the north. (but that's off topic)
