There is a french squadron located in Waddenzee sea zone that does not move and I cannot attack it. I am playing Germany, I have occupied European France, and I have chosen "No" to the Vichy France option.
Congratulations, you have discovered the Flying Frenchman!
Seriously. Is that squadron at sea or at port? Does it have a strangth associated with it?
Even if it is there, you may get to battle it by trying to leave the sea zone and re-entering it. Sea zones in the games are considered to be large spaces, and fleets may pass each other without knowing or meeting. Whether or not they meet is determined whenever they move into a sea zone.
Something similar occured to me. Playing as the French I attacked the Germans from several different directions. One of my armies was completely emptied of divisions, but I still won the battle.
After the battle I was stuck with a french army intact, but devoid of units and able to move at a very high speed. This is possibly what has occured to your ghost fleet. I could get rid of the army by merging it in to another army, but I guess the AI can not figure out to do this.
The fleet was at sea, with the recon showing (I believe) two capital ships and 4 smaller squadrons. BTW, the exact same mixture of ships is off the coast of Brest, and I can attack those. I don't know if it is the same fleet or not. I have tried to attack it probably a 1/2 dozen times, with subs, aircraft, and surface ships. Every time, no combat takes place.
I have had this problem on multiple occassions in 1.0/1.01, with a number of navies.
At one time or the other in my current game, the Philippines, UK, Australia and France have all had "ghost fleets." I'm playing the U.S. I have never had the problem with my own fleets, just AI fleets of puppet or allied controlled nations.
Ghost fleets take two forms:
A counter that shows on the map with a leader listed (often a transport counter, I note) but "0 Flotillas" listed.
A counter that appears on the map but the information screen is blank -- nothing there.
I got one of those too... a US Transport stuck in the Gibraltar straight... It's been there all the time of the scenario ( at least from the moment I notice it ) up to the end... but nobody home...
