This might have been mentioned before but I'm new to this paticular forum 
I've seen this many times in our MP games. When a country is diploannexed it's armies become "ghost armies" for the new nation. They pay maintainence on them but can't move or disband the newly aquired troops. These ghost armies need to be edited out at the rehost which is a pain.
As Sweden I had 54k worth of former Brandenburg troops sucking up my army limits.
