It's just about impossible to give meaningful advice without knowing your goals. Will you want to remain a horde for the entire game or eventually settle? Will you want to westernise, form the Mughals? What?
The no-brainer for the Horde is Military Drill though. That's such a massive boost when fighting the endless rebels you are going to face.
I fully westernised the Golden Horde by about 1600 including military reforms then went on to conquer the whole world while reminaing a horde. If you want to go anywhere near that path I have plenty of advice to offer.
