Getting tributaries?

When suing an enemy for peace, how do you make them pay you money on a monthly basis? (Such as what the Golden Horde does to you when you play as Muscowy or etc.). It seems that the option never appears for me, and I can't make anyone (even Hordes) pay tribute? I only get the option to make them pay instant amounts in increments of 25, which is annoying if that's not the punishment I'm seeking.

You can't do that to nonHordes (if you're not a Horde) and to do it to Hordes, you need 50% warscore(It's the "demand tribute" peace option).
