Getting the soviet forces to act in the Spanish civil war?

I've been attempting to win the Spanish civil war a few times now as the Republicans, and I fully accept that the fact that I'm not winning is down to my own inability. But something I've noticed is that every single time I've played, the Soviet troops that they send don't move. They just sit right where they arrived and don't get involved. Any idea why this is happening, and what can be done about it?

I've done a spanish game yesterday as republicans, and I had the same problem: The russians sent me 5 mountaineers divisions, which just stood idle, letting me doing all the job. Actually they finally decided to react, but I was already winning, they just helped me to reduce a stack of enemy units I had already encircled, so that was not the most difficult part. On the other side, the italian and german divisions were actually active!
The good news is that it's still possible to win, as I managed to do it.

I noticed the same thing playing as Communist China. The Soviets sent divisions to China and all the warlords fighting Japan, but their divisions just sat near the capitals of each chinese minor, doing nothing. Haven't noticed this with any other major.

The activity of volunteers seems very sporadic. They are kind of like a snapping turtle. They only attack something close by, then they go back to sleep.
