Playing as Germany I allied with and assumed military control of Vichy France and Italy, but was unable to get any of their ships past the straits of Gibraltar to help me in England. Is there any way to do this? I know I've taken my own (German) ships into Africa and back - would taking Gibraltar off the English help?
Also, I'm finding myself unable to repair or reinforce units from countries I've assumed military control of. Is there any way to do this? If not, is there some way to return military control to these countries so they can reinforce their own troops? Or will they eventually do this anyway?

Yes, both sides of the Gribraltar strait must be either neutral, allied, or under your control to get ships past it. I thinhk you can't reinforce them because they are out of manpower. I don't think there is a return military control button so you will have to change that in the savefile :)

I don't even think that you have to have north africa. Simply capture Gibraltar and you are set. I often go though Spain to do so. If you have the Suez as well, you can turn the Med into your own personal target practice area complete with targets provided by the British navy. I once trapped the majority of his fleet their once and they slowly starved to death while greatly enhancing the ability of my fleet destroyer pilots. I have seen Malta stay supplied for a long time, so you have to capture all the british territory around which could re-supply it.

To reinforce allies, the easiest way is to click on the priority button for each unit. That works somewhat. They reinforce their own units as they feel like it & have IC's allocated

To return control, you can do this through the diplomacy screen, where you release military control of the country.

I think you're thinking of HoI2. In HoI there is no "priority button" for reinforcement and there is no way to return MC except to edit the savegame.
