Getting rid of refugee POP as fanatic xenophile?

Honestly I never gotten bad pops from refugees, they tend to be decent or even good. Even when I get the rat dudes it isn’t a big deal because I can just remove all bad traits except deviants from them. I don’t understand why people hate xenophile or say it needs biological ascension when just normal genemoding can do.

Are xenophiles forced to grant every alien full citizenship and set their refugee policy to nothing else then 'all refugees allowed' ?

I don't hate xenophile at all, i really love my playthrough right now, with commercial/research/non-agression pacts with the whole galaxy (except 2 purifiers and 1 rival). Just don't like the lack of pop control too much (esp. with the "the smaller the POP %, the more likely to grow"). If i am geared towards a specific empire idea, i don't want some random POP growing all over. Its not bad and honestly an extra pop with bad traits is probably better than no pop, but it really triggers my OCD when the empire develops in an unintended direction... But now with full genemodding ascension i actually bribe other empires for more migration pacts.

Also, i wonder about the "disagree" in my main post. Either there are ways to circumvent the xenophile refugee situation, or not. There is nothing to agree or disagree...
