Just became Holy Roman Emperor in my Coptic Ottomans run, and started considering ...

What is the best way to smooze up to people so they're willing to get behind Imperial Reforms (Consider IA practically limitless since I'm Ottomans, and France is PU under integration, meaning a lot of land that i could declare part of the empire), when I get a -20 to their willingness because I'm Coptic (they're pretty equally split between Catholics, Protestants and Reformed) and another -10 from not being of the same culture group

Diplo rep and relationship are the two easiest reason for them to vote to effect. Max out relationships and get extra diplo rep from ideas, legitimacy, advisor, ect...

Edit: P.S. I wouldn't bother with imperial grace. 1 IA will give you +40 relationship with a single prince. This translates to +4 reasons to vote if your relationship is already positive and isn't beyond 200. If it's negative they will gain +20 reasons to vote, however if this is the case then you are doing something wrong, e.g. not improving before granting grace or getting too much AE around Germany for a HRE game.
On the other hand having 51 IA, i.e. having 1 extra, will give every member one extra reason to vote for you. Therefore saving up IA is nearly always better, unless you could pass the reform by granting grace to very few princes.

Another way of passing reforms could be to create new small Coptic princes. While you will increase the amount of votes required to pass a reform, you will also get more votes. If you manage to double the amount of princes then you shouldn't have to worry about what the old princes think as all the new guys should be voting for you, giving you the required 50% of the vote. If you are trying to pass the second last reform then you will still want to get as many princes to vote for you as possible.

Finally you could try to force convert existing princes.
