Playing for the first time as fascist UK I am interested in taking Belgium and the Netherlands before Germany gets them. The problem is I am not allowed to justify a war until world tension reaches 100%, which happens sometime in the fall of 1939 playing historical focuses, when Germany conquers Poland. It is difficult in these conditions to beat the Germans to the Netherlands, although I can usually get Belgium. Any tips for getting these key DoWs earlier?
