Getting colonialism before renaissance

In my game AI Jaunpur somehow got colonialism institution before renaissance without the institution spreading to them. How is this possible? Getting institution through development only gives you the oldest non-present institution. It looks like there is an event (Colonial Charter?) that gives you 100% colonialism, but that event requires a New World province, and AI Jaunpur obviously doesn't have such province in this case.

I thought you need to be withing colonial range to do knowledge sharing? Who the heck could have shared it, and doesn't that share the oldest institution first?

This seems very strange. They could easily meet the conditions for auto-spread from global trade, but I don't see anything that would allow them to get colonialism before renaissance. Developing, knowledge sharing etc should all give the older institution first. The only exception is passive auto-spread, but I don't see how that could have happened here.
