So as the title suggest i am trying to acquire Duchy for which i have no Casus belli , if i invite someone who has Claim on that duchy to my court and fight war for him he becomes Duke not me ofc logical , if i marry a woman that has claim on that Duchy i still can't declare war and i can only fabricate claims for counties , so how in the world can i get claims for Duchy ?

marrying a claimant with inheritable claims, so the children will be of your dynasty, and then when the parents die those children can inherit said claim.

then you can press that claim in a war and make them your vassal

of course thats not necessary if you are de jure liege for the duchy, then you can just press anyones claim and they dont need to be of your dynasty

AFAIK the only way to get claims on a Duchy is to either A: be one of the pretenders who didn't inherit it (e.g. if you married into the line of succession) or sometimes the fabricate claims mission will give you a claim on the duchy title. I'm not sure how it decides between the duchy and the county title, but it does sometimes make the distinction. You can also usurp it by holding 1/2 of the de jure counties.

im afraid thats not true. you can marry into claims as described above. i have written a more detailed thread about it if you want to know (search for "how to marry into power")

So how do you actually gain the title? I presently hold all the counties in Aquila(?) but I can't figure out how to raise myself from Count to Duke. I tried to petition my liege (a duke) for a claim, he agreed but nothing happened. So I went to war with him to get rid myself of his authority and I'm now a direct vassal to the HRE kaiser. Still nothing but a count with no claims besides counties. I'm afraid that if I start to hand out landed titles I'll lose my personal vassals.

You as a count can't create Duchy or unsurp it.If someone holds title of that duchy you could do what i will be doing , that is marrying someone who has a claim on it so that your child (heir) would have it to_Or you can wait , sometimes kaiser hands out titles.

Seems that I'm at the mercy of the Kaiser to create the title since I can't find anyone actually claiming that Duchy so far. Thanks for answering.

This is a known bug that has been (repeatedly) reported. I suspect it will be repaired in a patch.
