I ma playing Rome in the Rome :gold edition (VV included) and using Lohman's mod, I would like to invade provinces who are on the peninsula but are either vassals (paying me tribute) or allies. How do I get casus belli on these nations without taking a stability/popularity hit?

er..

the best way to get a CB, is to use assassination. make an attempt to assassinate the ruler. they usually retaliate, which gives cause for a CB. it's better to do it on the ruler instead of someone whom you can actually kill. because if you succeed, you cannot do it again for a certain amount of time.

Just keep trying with the assassination method, that's more or less the only way.

It's a shame that this game simply doesn't have very many ways to get a CB, and the only half reliable one is often considered 'gamey'. Moreover, even with a CB the AI is very hesitant to start a war with the player, IMHO...
