Okay, I'm not sure if I really said it right in the subject, but let me say what I want to happen and then we can go from there.
In a scenario I'm wanting to make, I want Quebec to revolt and declare independence from Canada, and then allow the US, France, the UK, et al to decide whether they want to support one side or not through some events (similiar to the Spanish Civil War).
However, I'm not sure what event command will do this. I don't want the civil war command because I don't want it to be Quebec trying to conquer Canada... they just want to be free (actually, I will give an event to Canada allowing them to do this peacefully, but I want the option for them to fight).
Is there a command to do this? Or does civil war do this (and I script an event for Canda to allow Quebec to be independent if they loose so much VP/IC/national provinces?)
