I just bought the game and after finishing the tutorial decide to start playing as England once I began playing I got a mission to take Normandy but if I try to attack France the game says I have no valid Casus Belli.

How do you get claims? Is it like crusader kings 2 where you can fabricate them?

Well, there are no 'claims' as they are in CKII. Your nation has cores in certain provinces. This basically means that your nation believes that these provinces belong to your nation. So, if France holds land that you have cores on, you don't have a claim, per se, but you do have a Casus Belli to attack them. Cores are gained by holding a province for (check this) 50 years. Cores can also be lost if you have them in certain provinces, and do not take those provinces. During the time that you have cores in un-owned provinces, you get a modifier that reduces your prestige.

A casus belli is Latin for "justification of war". If you declare war with a casus belli, then you should get modifiers to the cost, prestige, and infamy factors of certain aims; (for instance, a "Trade Dispute" casus belli won't soften the blow to your infamy if you are trying to annex territory).

I apologize if I didn't make much sense, (I'm a little under the weather today). If you would like to learn more, this site contains a plethora of useful articles and information. Be warned, however, as some of it is out of date, but usually not, and it has been a tremendous help for me when I was learning the game.

if i may though, taking france on in your first game is a pretty big challenge, id suggest securing the british isles first before you consider attacking france. if you cancel the mission you should get conquer ireland or vassalise scotland

I see you registered complete, do you have HttT and DW as well? If not I'm afraid you bought the wrong version, you should've got chronicles (yes it's confusing)

I bought complete instead of chronicles because at the moment my gaming budget isn’t that high.

Thanks for all the tips I find it rather odd that you don’t start off with cores on Normandy but since attacking France at the beggining of the game is apparently not a very smart idea anyway I suppose it isn’t a big loss.

I would like to know a easy way to gain a casus belli if I ever decide to attack France later in the game.

There are lategame ideas and forms of government that give you decent CBs on everyone. You get Imperialism, which takes territory from anyone at half cost, and Revolution and Counter Revolution, which takes land at 25% cost. Be warned that while Imperialism can show up around 1650, Rev/CounterRev won't show up until ~1750. It's a lategame thing.

Before 1650, the papacy is still strong, so if you become papal controller, you can excommunicate the French king, which in turn gets you a CB.

Across pretty much the entire game, if you take the Bill of Rights NI, you get a CB called Liberation, which lets you free states for huge amounts of prestige. On the other hand, it's not very good for taking territory.

You can get called in to fight against them without a CB, either by warning them, or guaranteeing their likely targets, and still not take the stab hit.
