Get rid of libirum veto

This is not big, so I decided to post it here

It is leftover from at least EU3 (I do not remember how it was named in EU2).
While decision, event descriptions etc were corrected, and new items, like pictures are spelled correctly (liberum veto), the event file and flag are still called libirum veto

I don't know if it should be removed, since it was a major part of the Szlachta's privileges, but I think it should be updated. I don't think the event and modifier accurately portray what the Liberum Veto actually was and what it meant for the king.

My complaint is not about actual decision, but spelling bug, which has not been corrected in I do not know, something like 10+ years (or longer if it was in EU2)

The spelling bug can only be corrected across a save-break.

Then they should sneak it into a patch where it would break saves regardless.

They had one of those recently. I imagine they're not planning to have another one any time soon.
