This post is a very long standalone version of two comments I made in this thread https://forum.paradoxplaza.com/foru...sse-nassou-and-bavaria.1477471/#post-27584501 about what a German minor campaign would look like. I also want to use this thread to suggest Germany flavour and formation paths.

First, let’s ascertain what kind of states there are in Victoria that should be able to form Germany. Despite holding German territory and having a seat in the German Confederation, the Netherlands and Denmark should for cultural and nationalistic reasons realistically be excluded from forming Germany. That leaves Prussia, the Austrian Empire or Austria-Hungary later, the mid-sized German kingdoms like Saxony, Bavaria and Wurttemberg and the small minors like Anhalt, Hesse and Baden.

Austria
Now we can have three different flavours of Germany. The Prussia to North German Confederation to Germany route is already well-established. I won’t go into that here. Let’s start with the Austrians and why an Austrian-led Germany would not be called Holy Roman Empire, like some people suggested here. Re-establishing the holy Roman empire after you unilaterally dissolved it would be one of the stupidest things an Austrian emperor could do. People always think Napoleon dissolved the hre but it was Francis I of Habsburg. Francis could dissolve it without anyone caring if that was unconstitutional, because not even the conservatives of his time cared. They wouldn’t 40 years later when the world has become much more liberal and nationalistic. Both opposites to the ancient multi-ethnic feudal HRE. That title is buried and should not return. What Austria (also Bavaria and Wurttemberg) should be able to do is form the south German confederation as opposed to Prussia's north German one. After a Victory over Prussia in a war Austria would be left as the last major German state standing and therefore the logical solution to the Kaiserquestion. Now Austria is probably the most conservative German state and most liberal 1848 revolutionaries would oppose it. Those might rally against you and present their own counter-candidate. Austria isn’t that military minded and should rather convince the other states to join diplomatically. Bavaria is close to you anyway and Ludwig II will probably swear fealty for a nice sum, while Saxony can be bought by giving them back their cores which Prussia annexed after Napoleons defeat. The rest of the German states will fold once they see no point in rebelling against the Austrians anymore. Now that leaves Austria with three problems. Liberal opposition demanding reform, the inclusion of Prussia into the Reich and the status of your transleithanian provinces. The first thing is a tricky political gamble that will probably force you to make concessions to the liberals. The status of Prussia is probably even more difficult to get right. The Austrians can’t just break Hohenzollern control over the Brandenburg-Prussia area. Especially not when uniting Germany diplomatically. Even after winning militarily against the Prussians I doubt they could realistically force the Hohenzollerns out. Maybe annex the Rhenish parts of that Kingdom as well as Silesia, return land to Saxony and free Mecklenburg and Pomerania to the new Austrian-led German Reich. Everything east of Stettin is impossible for them to control at this point. And Hungary is a problem, too. Would the Habsburgs just split off their non-German possessions? A Habsburg on the Hungarian throne would have it very hard without direct Austrian protection, but it might be the best course of action, as the Germans would not want all that land and all these people in their people’s state. Austria should have the choice to either release it as one Hungary or multiple different states and if they want to hold on to Slovenia, all of Bohemia. Or maybe find some constitutional middle ground of ruling over Hungary in some sort of Dual-Monarchy? German-Hungarian Empire? Don’t think that would work, but let’s keep the options open.

German States
The third option is one of the German minors. This was certainly a possibility back in the time, mostly due to foreign powers fearing Prussia become too big. And while it would be absolutely ridiculous for the really small states to form Germany (imagine what a fluke of history a unification of Germany by the state and house of waldeck-pyrmont would be) at least Bavaria, Saxony, Wurttemberg and maybe Hannover would be in a position to maybe unite the Germans behind them if Austria and Prussia majorly screw up their games. Maybe the German confederation or the 1848 Frankfurt parliament could offer the German crown to a middle power like Bavaria which then would absorb every state in which the 1848 revolution succeeded and give a claim on the rest of Germany as some sort of third major candidate against the big two. A people candidate. Alternative history, yes, but certainly an interesting campaign for the German minors that might lead to a liberal constitutional Kaiserreich headed by someone that isn't the Hohenzollern or Habsburgs. The other path to achieving this is by having foreign powers support their candidates if Prussia and Austria for some reason struggle to achieve unity. If prior to the foundation of the North German Confederation the Prussians lose a war against a foreign power or are in some other way crippled, this wouldn’t just end the Kaiserfrage outright. It would much rather give Nations like France and Russia the opportunity to help their favourites in order to later gain political leverage. This would then once again have to be done diplomatically as I doubt even a France-backed Bavaria would be able to conquer everyone else. This would however make for a nice situation in which Bavaria and a Russian-backed Saxony directly woo German states to recognize them as the ideal choice to elect Kaiser in a renewed version of the Frankfurt parliament.

I recognize that these suggestions I made are quite extensive, too much so for the base game, and are much closer to the summary of an alternative history scenario. Nevertheless I think all of these states should be able to form Germany like Prussia can albeit with a different flag (black and white are Prussia's colours, white and red the hansa. Both north German) for Austria black-red-yellow doesn't work either imo as it's the colours of the liberal 1848 revolt and the Freikorps Lützow before that. Prussia and Austrian should be the only countries that don't use black-red-yellow. For Austria suggest sticking to the black and yellow colour scheme, it also doesn't have to be a tribar. Another option for Austria could be Black-Yellow-Red, to show that they added the colour of the revolution to their already existing imperial colours in a compromise towards their new subjects.
All other German Empire variation, founded by other states, should have the current German tricolour as their flag with the coat of arms of the founding house in the center, or the German eagle or just the tricolour. This is because a Germany that is formed around one of these smaller states would probably see the Emperor as just a figurehead that was nescessary to unite the Germans around. They would be awarded the honour of having their crest in the center but the main power lies with the German people, therefore the flag should be just the current tricolour.

Name and Map Colour
The German empire should rather be called German Reich, like in hoi4, as empire is a bit of a shaky translation of Reich. Empire implies imperialism and colonies, at least expansionism and also a monarchy, while Deutsches Reich means more something akin to "realm of the Germans,,. The Weimar Republic was officially named deutsches Reich even though they were a largely demilitarised, non-colonial Republic.
I also wonder, as a South German, if an Austrian-led or south-German-led Germany would even call itself Deutschland. Deutsch/Teutsch comes from Teuton, the Teutonic order and the tribe of Teutons that settled near Prussia. I can imagine them using Allemanisch or Germanisch instead of Deutsch. Although a counterargument to this would be that the people of Germany used the term Deutsch for centuries to describe themselves so the Austrians might not want to change it to avoid confusion.
I furthermore advocate for different Germanies having different map colours. This was already discussed today in another thread in regards to Portugal and Russia that depending on their government form should have different map colours. For Germany I'd suggest them being lighter shade of grey if they are formed by anyone but Prussia. In my opinion the dark grey that is most often used for Germany in strategy games does fit the Hohenzollern and the ww2 history of the nation, but just clashes with Austria or let's say Bavaria or Wurttemberg uniting the country.

No, an empire is a state with several different peoples subjugated to a central authority. If said central authority is a monarch, they're often but not always titled as emperor, but there have been plenty of non-monarchical empires throughout history.

Does the Weimar Republic have an Emperor at the helm? I don't want to generalize but translating Reich as Empire is just plain wrong in the case of Germany.

Empire is what the Brits called it. The official name of Germany from 1971 all the way through 1945 was Deutsches Reich. Neither were there emperors nor colonies nor Kaisers all the way. Just Germans. In their realm. The realm of Germans. This is what Reich means. If you want the game to call it the German Empire than that's your opinion, fine, but as a German I wouldn't particularly like that because then you decide what another country is called. Not only that, you decide what their form of government has to be based on that name. Wouldn't it be easier to just accept that English hasn't a fitting term for this and just call it reich instead as HOI4 already does?

For Austrian path, I would have a few suggestions:


- there should ideally be some sort of authority mechanism within German Confederation. Liberating Holstein, active policy for Frankfurt parliament grants you authority, German states are more eager to unify under your leadership. It could also generate threat for neighbours

- unifying Germany as Austria should lead to, apart from internal factors, a very huge international pressure to release at least some habsburg crownlands. I would imagine buying russian neutrality in exchange for Galicia, releasing independent Hungary. My dream would be to make it possible to keep Italian lands though. As much as I agree with hre being outdated concept, perhaps it would be cool to keep Italian lands based on hre legacy?

- as for colours, I would prefer Austrian led Germany to have a bit warmer colour, with some golden shade. Thats just my aesthetics though

While the countries that still use realm for their government institutions are all monarchies a realm doesn't necessarily have to mean that - Germany's old name would most correctly be translated as the Realm of the Germans or the German Realm from 1871 all the way to 1945, and in that time it was used for both monarchy and republic as the name of the country implies that the realm is that of the Germans, not a polity of Germany that has to be ruled by a monarch at all times when it is using that name.

In case of German Empire shouldnt it be called Kaiserreich?

In case of German Empire shouldnt it be called Kaiserreich?
Well that isn't wrong but unnecessary as German Reich is the best name all around. Kaiserreich doesn't really add much apart from saying that there's a Kaiser at the helm, which would also be correct Austria. It's a bit imprecise. Like calling a state "the empire,,
Furthermore then you would have to change it in case of a republic. Running with just German Reich universally works best

These are all pretty good ideas. I love it. Your Galicia suggestion implies a completely new net of alliances. An Austria that focusses on Germany would work really well with Russia as they can just split the Balkan but they could also fight over Poland. Rump-Prussia would meanwhile in it's isolation be driven towards France and Britain

In case of German Empire shouldnt it be called Kaiserreich?
From my understanding the term Kaiserreich came into being to differentiate between the monarchical period of the German Reich and the later republican and nazi periods of that polity until it was abolished after WW2. Historically there never has been a state that used Kaiserreich officially - Germany always used Reich while Austria used Kaisertum (tum isn't really a word that English uses outside of being a composite of kingdom and I'm not really sure how to explain it in English other than that there are some differences between a tum and a reich)

I also wonder, as a South German, if an Austrian-led or south-German-led Germany would even call itself Deutschland. Deutsch/Teutsch comes from Teuton, the Teutonic order and the tribe of Teutons that settled near Prussia. I can imagine them using Allemanisch or Germanisch instead of Deutsch. Although a counterargument to this would be that the people of Germany used the term Deutsch for centuries to describe themselves so the Austrians might not want to change it to avoid confusion.
You're mistaking the origin of the term Deutsch. Originally Deutsch/Dietsch/Diets/[insert all other German/Dutch variations] is an old proto-Germanic word that means "people". Therefore the word Deutscher means "[a person part] of the(/our) people", and Deutsche Sprache means "language of the people" etc.

The term Teuton might either have originated from a proto-Germanic term that sounded close to Deutsch, or the tribe using it called themselves "the People", like how the Bastarnae name is possibly from the word Bund (meaning the Bastarnae were possibly a federation of tribes or peoples), the Suebi meant "one's own" and the Marcomanni possibly meant "frontiersmen" (Marco = mark, or border, and manni = men).


Edit: the medieval use of the word "Teuton" to refer to the Germans is probably a mixture of coincidence as well as the Latin-speaking world thinking the words Teuton and the medieval variant of Deutscher sounded close enough to each other that they thought Teuton = Deutscher.

And Hungary is a problem, too. Would the Habsburgs just split off their non-German possessions? A Habsburg on the Hungarian throne would have it very hard without direct Austrian protection, but it might be the best course of action, as the Germans would not want all that land and all these people in their people’s state. Austria should have the choice to either release it as one Hungary or multiple different states and if they want to hold on to Slovenia, all of Bohemia. Or maybe find some constitutional middle ground of ruling over Hungary in some sort of Dual-Monarchy? German-Hungarian Empire? Don’t think that would work, but let’s keep the options open.
On the Austrian-Hungarian relations I would like to provide some context and a few possibilities for the German unification.

Historical context
After the Hungarians lost the 1848-49 war, Franz Joseph, the kaiser-king created a neoabsolutist system. It was basically a military dictatorship in Hungary, however it was a also a huge weakness for Austria. Interestingly, the repression cost a lot while the Hungarians avoided paying taxes and participating in the public affairs - Hungary became too lassive to be lucrative. So, the Emperor couldn't rely on a big part of his empire, which partly caused his defeat in the Second Italian War of Independence of 1859. In this war, apart from Veneto, Austria lost its Italian territories and sphere of influence. This situation eventually led to the unification of Italy, a rival to the south of Austria.
After 1859, Franz Joseph abolished his neoabsolutism and initiated an experimental constitutional period. He tried to find a way to have as much power as possible while reconciling with the passive parts of his Empire. In Hungary, this led to the assembling of the Diéta (Hungarian Parliament) where two parties formed: one that was against the reconciliation with the Empire and one that was up for negotiation on the basis of the status quo of the aftermath of the revolution (but before the independence war) of 1848 which made Hungary an almost entirely autonomous part of the Empire. The kaiser and the latter party negotiated on a system that later became Austria-Hungary, but these talks remained unsuccesfuly up until the Prussian-Austrian War of 1866, where Austria got defeated again. This war led to the Prussian-led German Unification, so the Austrian leadership understood, that they need to lean on their existing empire because a Habsburg Germany became an impossible dream. This is why they accepted the Austro-Hungarian Compromise and created Austria-Hungary in 1867.

So, why does this little history lesson matters? Because it shows how the Austrian elite thought about tha Hungarian question. As the Habsburg unification of Germany became less and less possible, the kaiser gave more and more consessions to the different parts of his empire, especially to the Hungarian people which was the second biggest nation with a history of autonomy in the Empire. But Austria didn't go for the compromise until Prussia became the dominant German state.

-It is impossible to imagine a Germano-Hungarian compromise in the Habsburg Germany. The Habsburgs reconciled with Hungary because they had become too weak to maintain their status in Europe.

-So, what is imaginable in case of a Habsburg Germany?
1. Hungary remains a part of Germany without any kind of special status.
Why would they give autonomy to a nation that is insignificantly weak in comparison to the huge German people? They could rule Hungary without any internal problem.
2. Vassal Hungary.
Because Germany is the state of the German people, they either create a personal union with Hungary or they give the Hungarian throne to a Habsburg noble in order to have a close ally or subordinate.
3. I don't think that a totally independent Hungary without special ties to the Germans would cross the mind of anyone.

-I also have some ideas for the event of a Hohenzollern Großdeutschland regarding Hungary.
1. Creating an independent Hungary.
in the Prussian-Austrian War of 1866. interestingly there was an attempt (by Kossuth, the ex-leader of the revolting Hungary) to revive the Hungarian freedom fight. This was supported by Prussia in order to weaken its opponent, thus a small Hungarian Legion was created under the leadership of Georg Klapka. This legion even entered Hungary after it fought in Silesia, but it happened at the very end of the war so they couldn't achieve anything. It was the last military action related to the 1848-49 independence war.
2. Giving the Hungarian throne to a German noble.
Hungary was always a special part of the Habsburg Empire, because the Habsburgs inherited this kingdom with its unique institutions. So, it is improbable that the Prussians would integrate Hungary into a Greater Germany. Instead, it is imaginable to make them an independent or subordinate country with a Hohenzollern or even a Habsburg family member as king.

That was very interesting to read and certainly offers a lot of possibilities.
When it comes to the three choices you laid out I think it has to be number 2. The Habsburgs would like to maintain power over Hungary, preferebly as just another part of their now enormous Central European empire. This however is not entirely their decision to make. Franz Josef I of Germany will soon realize that ruling this new empire is very different than Austria before. The Reich was forged by diplomacy; the liberal German states saw his Austrians as the lesser of two evils that was necessary in order to gain their own state. They would not be interested in the Austrian flavour of neo-absolutism. They just wanted a figurehead to rally around not lose their rights and autonomy. Before the remains of Prussia as well as the status of Hungary can be decided, the emperor and the new states will have to draft a constitution. What will the capital be? Vienna or Frankfurt, the place where the emperor was elected. Neither the Kaiser nor the parliament probably want to move but this is probably one of the easier questions. Much more interesting would be autonomy of the states, influence of both the citizens and the other kings and dukes on the nation-level and if laws are universally applicable throughout the empire. The Kaiser cannot hope to win against his northern subjects. He will have to placate them. Everyone will be afraid of this new great power but in order to make sure It's not a paper tiger the Reich needs contingency. And in order to make the north happy the Kaiser can't just treat them like Austrian administrative divisions or the minorities of his eastern possessions. You can probably think about the possibilities and implications on the questions of the constitution yourself, but only when all these matters are decided can a compromise be found regarding Hungary. And if the German parliament isn't completely neutered they will want to keep Hungary out. Neither can they be allowed to be given voting rights, as it's the state of the Germans nor should they be an opressed minority as that's against their 1848 beliefs and suppressing them sets a precedent for their own treatment. The Kaiser can't let them go however. You explained why my solution would be ahistorical but I can't see them integrated. The Kaiser would place another Habsburg on the throne (maybe the same for Galicia-Lodomeria and maybe Bosnia) and have these countries ruled by a German ruling class completely loyal to the Kaiser's court.

At least o think how it would happen. This is probably more alternative history than anything that might ever actually be implemented in this mod

Also in regards to what you said about the Hohenzollern's plans: I like those ideas to be in the game. Maybe not just for Prussia but for the third Germany as well. Where the Hohenzollern want a strong satellite, ruled by a kaisers relative, the more liberal and decentralised minor-led Germany might want to cut up Hungary in some sort of triannon-light treaty in the belief that single-ethnic nation stages have a better social cohesion than multi-ethnic kingdoms. let's say Croatia is given to a Von Wurttemberg, Slovakia (apart from Máramaros) to a wettin and the rest remains as rump-hungary under a Von Wittelsbach. (I doubt dynasties will play a large role in the game, this is just how I imagine it to go)

In German the word Reich doesn't automatically translate to the word empire, instead it means something similar to the word realm. While the countries that still use realm for their government institutions are all monarchies a realm doesn't necessarily have to mean that

Yep. Note also that the German word for France is “Frankreich”, realm of the Franks.

Not a fan of the name German Reich, because it sounds odd to use a mix of English and German for the name. Nobody calls it that in English.
Keep it as Germany or German Empire for the English localization, please.

Well it's not that no one uses it, hoi4 does...
But I get your point. If you play as Britain it might even be slightly immersion breaking if on your all-english map, there's a half English-German bastard name.

It would be cool if there was an Ironman compatible toggle in the game rules for endonyms Vs exonyms. Meaning that you can have the names of towns and countries in their own language Vs English. Some mods used that in the past. I wouldn't mind a Suomi or Magyarország in order to get myself a real Reich. Then on the other hand I think I can live with them calling it empire as well. Maybe I'll actually try the German localisation for once.

Despite holding German territory and having a seat in the German Confederation, the Netherlands and Denmark should for cultural and nationalistic reasons realistically be excluded from forming Germany.
It might be interesting if (depending on how cultures work and the player's ability to influence this) either of these nations somehow became german, like maybe the player influences this, or they lose a war and have a german placed on the throne, Denmark or the Netherlands could form Germany like how you outlined the formation by Bavaria, Saxony, etc.

Given that tag switching to rebels is going to be in Vicky 3, you could also have a revolutionary Germany that doesn't derive directly from a pre-existing state.
I'm not entirely sure how that would happen mechanically. This is however what almost happened historically. In the 1848 revolution the rebels wanted to have a liberal Pan-German nation so they rose up in rebellion against the conservative monarchies that split the land. They overthrew the grand duchy of Baden and established a revolutionary council there, then had the Frankfurt parliament vote on a king. A king? If they're liberal revolutionaries why would they do that? Because they still needed legitimacy and they knew they had no chance of winning if there wasn't a figurehead monarchy to work with them. They expected the king in Prussia but he declined twice and the revolutionaries then debated electing one of the mid-sized States but the revolution was crushed. Militarily by some, diplomatically by others and utilizing free beer in Bavaria. So what can we learn from that for the game? The rebels want a liberal constitutional monarchy. Even if the 1848 rebels succeed in several states they would not demand a republic because then they will never get the support of the princes that didn't have a revolution. What you suggested would be basically the historical route. There's revolutions in several states, turning those states into liberal constitutional monarchies. Then the Frankfurt parliament even happens where you can decide who to offer the crown to. The ai should always chose Prussia which should decline. Then there should be a few months in which the revolution can be crushed and if it isn't they'll elect Saxony, Wurttemberg or Bavaria with all states that still have rebels immediately recognising the new emperor. The strategy would then become to diplomatically win over the other states similar to Austria.

Rebels on their own without this event probably shouldn't be able to form Germany, I can't really see that happening on its own. Of course an already founded Germany can be flipped by republican rebels
Way outside of historical relevancy for Victoria, but 'the Empire' (Xšāça) was actually the Achaemenid Empire's official name.
Thats pretty cool I'm going to remember that. Although back then there really was just "the empire,, and then everything else which was not an empire. But if one said that in the 19th century people would probably assume Britain. And only if its said in English. Works with das Reich,too. But I don't think even someone like Wilhelm II would just call his nation that.

Have a german put on the throne doesn't work. Those are already "German,, families ruling. And what does "nation becomes German,, even mean? Their culture is similar enough. There's linguistic intelligibility. (At least one way from my experience) but they haven't been in the hre for ages or never at all so there's no historical precedent to be part of its successor state. Their national mentality makes them want to be left alone and no king of theirs would accept the election to German emperor against the will of his people which would then become a minority in their own nation. And their people would never allow that. This is just something that cannot happen and there shouldn't be a path for it. The Netherlands play no role in German unification and the Danes are enemies of the pan-germanists because they fear to lose Holstein, something every new German monarch should try to acquire under the guise of freeing the Germans there from foreign rule.
