Germany is very undecided about which kind of industry it wants at the moment, and often starts researching concentrated industry while having finished / currently researching dispersed industry and looses valuable research time this way.

Start a game as Germany in 1936, go in the observer mode, let the AI do it's thing. It will start with the starting industry tech and soon after choose dispersed industry. After having finished that / while researching it it decides that it likes concentrated better and starts researching that, interrupting or canceling the already researched dispersed industry. It did this in 3/3 of my test games.
I added a safe in which this happened.
