this alliance has been covered in the German NF tree but I have a quick question about it.

So in a multiplayer game where one person is Germany and the other one is Soviet, what happens if Germany works its way down the NF tree to the alliance and the Soviet player does not want to or he only lied about wanting to ally to waste German efforts?

I'm assuming that there is no forced alliance but what is to stop the soviets from lying to gain the upper hand?

You get options presented, just as in HoI III. It even explicitly says the soviets have to agree to this NF in order to take action. Same goes for the Danzig or War event aswell, where the AI can decide against it, just as the player can. Austria and Czechoslovakia can refuse aswell, resulting in an war. Even france could react to the remilitarization of the rhineland by declaring war.

I was thinking of this the other day as well, what if you put all this effort to get an Alliance and the Soviet AI picks the anti-fascist path. That would be a huge disappointment. And by then its probably too late to go for allying Eastern European or Northern European nations.

What occurs in a nation politically is after all rather obvious. It is hard to rile your people up against soviet union without them noticing... So I approve of being able to see other nations national focuses.

Easy, if you are working towards an alliance with the soviets make sure you have an good oppinion of each other. You can, similar as in EUIV, "Increase Relations" by using 0.1 Political Power each day. If you have an good relation with the soviets they are much more like to choose in your favor.

If the soviet union happens to be a player you will most likely discuss this before you choose that national focus anyway and you will know beforehand if they will accept or not.

Well as far as I can tell, there are very few National Focuses that do things that you *can't* do using normal resources (the exceptions being the ones that add factory slots to provinces). I would expect that the Nazi-Soviet Pact/Alliance options simply increase relations between the countries making an alliance offer (via diplomacy) much easier.

Unless you're playing in an Axis vs. Allies MP game and the Soviet player is secretly working with the Allies...
then it is rich gameplay and not an flaw in the game. If you dont manage to see through that ruse then it is your fault, not the games fault. That is what makes multiplayer sessions so interesting, the fact that they are never 100% predictable.
