Germany rare materials problem in 1936 scenario

ok i'm not 100% sure that this is a bug, but while i was playing as Germany i was never able to get a stockpile of rares. I just keep losing 40 rares per day and the auto trade doesn't do sh*t. I tried to trade manually, but no one wants to trade with me. Am i doing something wrong?

Germany does not have enough rares in home provinces and that is WAD.
Auto-trader from the other hand is capable to find what you need without problem. Just let it do his job from day 1 of your game - set rares to import (you can also block export or set stockpile if you want), make sure you have energy and supplies enabled for export.
