Discovered something odd. Germany invaded Norway and annexed it. Many months later, I took a peek at their stuff, and discovered their sizable (~30 divisions or more) garrison was all at zero org. Apparently, they weren't supplying Norway at all! I established a ridiculous Italy-to-Norway convoy myself to help the German garrison, which made the German troops' org start to go up again.
So, evidently, the German AI didn't bother supplying its troops? Can't figure out any reason for this. By this point in the game, the British and German navies were reduced to literally almost nothing but transports, so it's not like there was a big naval blockade or something. (Not to mention that the Germans had dozens of unused Transport units to put on convoy duty if they had to.)
