Even though I have played over 300 h HOI4 I don't really understand the garrison thing. Does it matter how many horses or armored cars you put into the template? If it matters, to keep it simple, I would like for Germany a template for a normal garrison division and a template for a strong garrison division to be used in the areas with highest resistance. In short: What garrison do you use? Thank you very much in advance.

The stats are averaged so if it's only horses or only Armoured cars it doesn't make any difference how many of them there are. If you do a mixed force then it will make a difference.

In general the starting cavalry unit is good enough for most areas. If you have lots of spare army xp you can improve it by going to 25 horses + Military Police.

Cavalry save you equipment at the cost of manpower
Armoured Cars save you manpower at the cost of equipment.

If you have la Resistance then spies can help a lot with dropping resistance as well.

The stats are averaged inside the division.

If you make one division with 25 cavalry then you need one MP company. If you make five divisions with 5 cavalry each, then you must put one MP company in each division, for a total of five MP companies. That is four more MP companies losing equipment, but giving no additional benefit.

I think the optimal solution is to have two templates 1) 25 CAV+1MP and 2) 25 Armored Cars+1MP. Agree?

If you draw a line between the 25 CAV + 1MP template and 25 AC + 1MP template, then these two templates are the extreme ends of that line. On one end the CAV will lose the most men, but least equipment; on the other end the AC will lose the least men, but most equipment. Any template between them will change the ratio of men to equipment lost to resistance. Your ability to supply men and equipment will most likely drive the ratio that works best for you.

Since it takes army xp to build such large division templates, it is not something most countries can do right away.

In theory, yes.
But you will be better off, if you use your Army XP for Land Doctrine research and upgrading your Tanks, than building these templates.

It's fine to go with the CAV template from Austria (you get at Anschluss) and later add MP and some more CAV batallions.
