germany can't attack stornoway

I am frustrated, I am playing as Germany and in 1941 I invaded and took over the british Isles. I can't for some reason attack Stornoway from Inverness and so the United States just keeps building up troops there. How do I go about fixing this?

Any help would be greatly appreciated.

Hostile Fleets in the body of water surrounding Stornaway will prevent you from attacking it.
