I know that beligerence steadily rises with hitler as the leader, but I think it would be better to make the rate at which it rises reduced if
1. one of your allies made war. And even less if
2.Someone declared war on you.
Or if that doesn't sounds good, maybe the 2 rule would only apply if they declared war on you AND your beligerence was very low. It just doesn't make any sense that my ally starts a war and then the following year (ally still at war) the united kingdom declares war on me along with all it's allies, even though I didn't even attack my allies enemies.
