Germany attacked Luxembourg (only) in 1939 in my latest Italy game?

Before attacking Poland, or Danzig, or anything like that. AI Germany, with Historical Focuses on, justified on and invaded Luxembourg (triggering an early war with the allies).

Has anyone seen this before? Is it a bug?

I guess it's possible, since the German AI doesn't get its "Don't declare war on Lux" strategy until it gets into a war with Poland or starts Around Maginot.
