Germany always starts with 4 Year Plan with Historical Focuses Off

So Germany always starts with 4 Year Plan focus with historical focuses set to off instead of taking the Rhineland first. It's driving me crazy. Has anyone else noticed this? And then it takes another economic focus instead of it. I find the behavior kinda odd.

It makes sense. Earlier economic boost will compound. I leave the Rhineland until at least after the 12 civ. factories are done. Even better, after treaty with Russia and extra research slot.

The only daft thing is the AI will do westwall before Rhineland. That does NOT make sense.

Playing Germany I also start with the 4 year plan and aim for the Treaty with Russia so that I can get early PzIII's. I also declare war on Czechoslovakia and conquer Romania too before the end of 1936. That way Rhineland and others are bypassed. Don't oppose Hitler but also don't join Italy or attack the Allies. Concentrate on a showdown with the Soviets for final victory.
