Germany Agency best date to create and uses before war?

Im trying to figure out the best way to use germany agency before the war. Thinking in MP terms.

I came to basically 2 ways of using the agency but i wonder if someone else have already crunched the numbers.

Option 1-> Create agency in 36, rush 5 upgrades to get 2 agents. Enabling you to go for around 5 collaboration governments in france, polland, checz, etc. Only continue to upgrade later in 38+ when you're done with civs.

- pros: Collaboration government, even if done only once gives 30% collaboration that already puts you in the +10% bonus.
- Con: COllbat government take 13 civs for 60 days. x5 = -13 civs for 240 days and that during the time you use to build other civs. You also lose around 2-3 civs buffing the agency to enable the second agent.

Option 2-> Create agency in end of 37- early 38. When you start Mils production or ending Civ production. Still enough for 1 collab government on france but not enough for other territorys.
pros -> Save a lot of civs
con -> Just 1 collaboration government government.


Is someone thinking of agencys with other goal in mind?

Creating agency up to lvl 5 at the start costs you nearly exactly 1 civ. Not 2-3...
13 civs for 60 days is also ~1 civ each.

So doing 2 colabs each in France poland cost you ~5-6 civs for a colaboration level of 60-90% in 2 countries. Investment pays back multiple times.
