My GER tech setup is: Research IC construction tech right off the bat and put the rest into espionage until I have 10 spies in GB, FRA and SOV + ~30 in reserve. Then max to diplomacy for 2-3 days and afterwards only research.
Starting buildup is either some airfields or some INT squads, then IC whoring until early 38, plus 3-6 BBs around 37 to be ready around September 39.
I only start recruiting officers once I have service on requirement - but then I often dedicate 80%+ for several months.
