So,as Iceland, I've got an ambition to rule norway. As far as I know, it's supposed to grant a CB against Norwegian territories. But I can't delcare war against anything, nothing in Norway or anywhere else. Is this maybe a change in one of the hip modules? It says I don't have a CB, but... I'm using the ambition (never tried germanic pagans before) so... huh? ;)

You need a land border with them. It's annoying though, it should check to see if you have a land border before allowing you to take the ambition, because you can't cancel it. Took it once as Ivar the Boneless without a land bridge to Laithlinn, due to a poor die roll I couldn't take on Scotland anymore, so I was just stuck.

Well... Iceland doesn't have a land border with anyone, and no one is even close enough to fabricate claims (the whole world map is grayed out when I try to fabricate claims). I can raid, but I don't any way to get a CB outside of Iceland. Is Iceland, then, permanently isolated, unable to claim anything, ever? Admittedly, a vast Iceland empire would be... a bit silly, I suppose, but... apparently I can't even make the attempt (the sea must REALLY reduce the distance of claim fabrication?)
Edit: I'm also a bit skeptical that a culture that links violent activities with sea-faring as the vikings would, would care about whether or not they had a land border when they otherwise would have had a CB. "Well, I've got a reason to invade and my kingdom is upset that I'm at peace, but using boats would invalidate my claim to war." ;)

I can do the viking raiding, but absolutely no declarations of war.
Without HIP (I was trying PB, EMF, VIET), I can put my diplomat anywhere to fabricate claims and the other war declarations all work (my island was conquered instantly in vanilla by a bigger pagan nation.) ;) But with it activated, I can only fabricate with a land border. Even the other little Islands just to the south are too far away for any CB, as they aren't land neighbors. I haven't gotten a claimant yet, but the others all seem to need a direct neighbor on land. Er, no wonder there were no empires that began on an island?

I think prepared invasion requires ten holdings. In any case, "Declare war" is grayed out on everyone as far as I can tell even on the closest other islands -- Iceland can go raiding for loot, or attack the second Iceland province, uniting Iceland as one, but that's it. Absolutely nothing else is within range, or apparently requires a land border. I may eventually try to get a claimant to another province to see if that works, but I don't think I have a patience if the rest isn't working.

You can fabricate claims across one sea zone if independent, so no, you don't need a land border. You just need to not be implausibly far away.

I'm not sure why a viking invasion wouldn't work (though it may be due to you being too small). It's not at all limited by any range factors. Also, pagan_county_conquest would work, because that too has no range limit and can be done anywhere coastal. It requires a little piety.

You do need 50 prestige and 10 piety for the Declare War button to even be available, though.

EDIT: Also, the Become King ambition just allows you to do unlimited Pagan Subjugation wars against rulers within your de jure capital kingdom, Norway. However, you do not border Norway, which is why Pagan Subjugation is not possible. Pagan County Conquest against anywhere coastal and Christian should be fine, though. [Yes, even Constantinople from there.]
