All these names are highly anachronistic. None of these names were used in those back in Roman times. The Germanic names ought to be either historically attested Latinised ones, like Chariovalda, Arminius, Segimerus, Ariovistus, Teutobod, Ariogaesus, Thusnelda, Inguiomerus and Segestes or reconstructed proto-Germanic ones. I do love that the internet allows me to see the views of people with highly specialised knowledge. But I would say that as non-linguist, non-historian, the Proto-Germanic names make my brain melt a little.

I'm personally a bit mixed about the topic since Paradox in general doesn't often use the old writing styles for names in their other games either, such as Jérôme Jerome-Karling in the earliest starting date of CK2.

I honestly find proto-Germanic names a bit over the top sometimes, so it might be smarter for Paradox to simply include the more 'modern' versions of the names instead of having to use many reading symbols for a language we barely have any amazing sources from.

Again this are not 20th century German names. This are Germanic names by Germanic standards. That's clearly how Germans would call themselfs. It's the typical two rooted Germanic names. The only "problem" here is that they are "modernized". It's like 'Louis' instead of 'Lois' in CK2. It's not like 'Kevin' appearing in CK2.
Most likely because 'Gundher' looks better for modern players than 'Gunþiharjaz' or 'Harimod' instead of 'Harjamōdaz'.
They are based on the Prefix+Suffix system the Germanics used in the past:

Oh I understand now. They are modernized forms of old names.

The ones in the Indian nomenclature for CK2 were actual 20th century names (and not even Indian really), so I was just wondering if they'd make the same mistake again for many cultures.

Whilst it is always going to be difficult (read: impossible) to know for sure, one thing we're keen on is not using latinised personal names. As @Thure pointed out, these are predominantly modernised spellings of proto-germanic names.

Makes me wonder if they'll again wrong out their Indian name set in the localization and add early 20th-century century Anglo-Tamil names like they did in CK2.

Appropriate Indian names are proving quite tricky to track down.

Their tendency to ignore actual spellings of historical names in favor of modern variants is, as a linguist, one of the design decisions which upset me the most but which I don't complain about because it will change nothing. They're going to give characters in the game highly-anachronistic names or, more accurately, forms of those names so that they look more familiar to the modern eye. These were not modern people and should not have modernized forms of their names, but like the game itself being in classical Latin it's something I intend to either mod into the game myself or download a mod to fix, not something I expect from Paradox because they need to appeal to modern people to sell the game.

That said, I definitely favor the latinized versions of the Germanic names over the reconstructed ones both because the former are attested from primary sources and because runes are not a supported font in the game. Even the archaic-seeming characters used in the reconstructed names use a modified Latin alphabet which came along later, meaning that their names will not be written exactly as a literate Germanic tribesman would have written them in 450 AUC, and if we're going to use the Latin alphabet as a base then the names themselves may as well fit that.

Yes, I struggled with that wording a bit. :p

Most tribesmen probably never once even saw their own written down, much less have been able to read it if he had. Since they were typically carved into wood, our knowledge of the runes used by elders or priests is limited at best, and as much as I as a student of ancient languages would love to see reconstructed runic alphabets and Germanic names incorporated into the game it would just reduce the target audience to a point where you could probably count the number of customers on two hands. It's one of those concessions I have to sadly accept.

There was no runic writing 300 BC as far as I know.
Literacy is not something that just spreads like some other techniques, but needs a structured support.
Even when runes start to appear, centuries later, most of them are 'magical', and not used for communication, but for application to objects to give them a spiritual meaning. Usually the craftsmen who applied them were not really literate, given the multitude of errors in the letters and spelling. Like when a modern small child copies words without actually able to read, although it might recognise some words.

Looking at these names, it seems Tolkien took inspiration from proto-germanic while writing the Lord of the Rings.

He didn't just take inspiration, he explicitly used Old English (he was a specialist on it) wholesale for language of Rohan. There's a quite involved explanation why this was so in the appendix of the book.
