Dude, even if taking account of western cold war propaganda, communism is on par with naziism in terms of being murderous and evil. I highly respect the Russian people but I despise communism as much as naziism.

German law forbids to show nazi symbols (Swastikas, SS runes etc.) except for educational or art purposes. The law is from the 1950s and was just never updated to factor something like computer games in, so companies censor their games themselves to not get any problems because they have better things to do than filing law suits about this. If someone would do that the issue would most likely be solved, but it didn't happen yet.

Its only some symbols that are missing. Thats all. Making the leader portraits black is actually totally unnecessary, but Paradox rather does too much than too little.

Yeah, Paradox has better things to do with its time and money than fight legal battles over whether anti-nazi laws apply to World War II games. If it's a choice between Paradox spending $1 million to get swastikas in the game vs them spending $1 million on squashing bugs/adding new features, I know which one I'd pick.

And, as has been said, de-censoring mods are easy to find.
