Is it possible to do? I conquered the Southern German Federation in a series of wars, and have the remaining German cities under my sway, however my puppet the Northern German Federation is still around. How do I annex them? I tried to go for the Three Hurrahs, but the event only allows it for Prussia. Any ideas?

Worse case scenario I suppose I could always just mod the event and manually trigger it.

Note: Turns out its not as simple as just editing and manually doing it like it is in HOI2. All that is required to trigger a new event in HOI2 in a saved game is restarting the game after editing. I have yet to make my new events work in my current Victoria VIP game.

Well if no one knows, I guess there is no way. Suppose that is just another downside, besides the huge Prestige hit, to becoming Germany through the Frankfurt Assembly. Conquest it is!
