Industrial rating is probably relative (IE: How large portion of your country is industrialized)

Yeah in 1836 neither sweden nor denmark should be world powers. Denmark was the size it is today and sweden had "posession" of a semi-autonomous sweden. Maybe they achieved some conquests in game...
