Dunno about separtely, but VIP incorporated Darkrenown's mod way back in VIP 0.2 IIRC so if you play VIP you will have the material from Darkrenown's mod included.

Be aware that his mod was written to be used with version 1.03c. You might want to do a bit more reading because I believe that this mod, along with several others, were included in version 1.04 of vanilla Vicky.

There is definitely a note saying that the mod would be included in VIP .3 at the bottom of the page you linked.

I could be mistaken. The 1.04 notes don't mention the German events, but I only did a quick scan.
