Hello, I wonder if there's anyway to stop foreign powers (usually France or Austria) from devouring the tiny german electorates. I mean, any automatic event, or..."mechanism" to maintain the german independence while respecting the internal descentralization.

I don't think such mechanism is existing but you could perhaps implement an event that causes such a thing. In some mods (e.g. AGCEEP) there are events for the creation of Germany afaik.
