I prepared an Excel file highlighting the relevant changes in the German leaders .csv file version 1.3 in comparison to version 1.2. There are quite many actually, mainly in Max Skill levels and Skill levels. In case anybody is interested please send me a private message with your email so I can send it to you as a .zip file.
