Yes, AG skill is one of the most decisive factors at all, especially for nations low on reccources. LG ist nice for planes, but can't compensate a higher skill. But even with a 'nine' I'm not sure if 2+2 is the best strategy for the AI.

Mixed Infantry Army 2INF + 2ART

You can see the result of 2INF + 2ART army. I have removed 1 ART from each division but created no extra divisions comparing to 2INF + 3ART.

The modified army suffered no supply problems but was slower at doing everything comparing to 2INF + 3ART army. It took Moscow on 13 November 1941. The only place where it did better was Voronez front. The 2INF + 3ART army suffered supply problems in that sector therefore could not move further. The 5INF army did better than the 2INF + 2ART army too. The modified army also suffered highest casualties. However we shouldn't forget that the modified army was smaller.
