German fleets have power of the undead

Noticed something strange : sometimes when I lose a fleet I have a transport fleet icon on screen I can move it about & it sees like a normal fleet - but there are no units in it. The unit can also not be engaged in combat.

I have found this while playing 1.03 HOI with Fed Total War Mod 3.1

It's a bug with land units too.
