I have just finished my first campaign in Waking the Tiger, I played Germany, opposed Hitler and restored the Kaiserreich, however, in the peace deal with the communists I couldn't puppet or satellite any nation, in the end, I annexed all lands so that I at least could keep the resources and factories.
I feel that the German Empire should gain the power to puppet and satellite after doing the focus that invites Wilhelm back to, I mean Germany becomes an empire it should be able to force nations to be a part of its sphere of influence.

If you want to puppet as non-aligned, take the territory and release it. Though the randomly generated names for leaders in countries that were not intended to be non-aligned is two parts hilarious and immersion breaking. Like Jonas White of the Free State of St. George (Georiga) and his brother Marcus White in the Reichsprotecktorat of Ukraine, or Peter Jones of Armenia. Only real leader I got was Gara Garabeyov of Azerbaijan, who just so happens is a radical Islamist (that I very much doubt would like to be under the puppet strings of Kaiser Wilhelm II).

Curiously if Netherlands refuses to return the Kaiser and you DoW from the event, you get a puppet focus. That dragged France into the war for me, and I could have sworn that was another puppet focus but I NA'd with the communist rebels so they got the whole of France after the democrats capitulated.

I know that non-aligned can't usually, I played the game enough..., but I actually said that the German Empire should gain the power to puppet through a focus or something like that, because the German Empire is not some authoritarian democracy in South America, it's an actual empire.

Yeah, non-aligned Empires need some work, I actually thought about releasing some nations as puppets, but then I couldn't keep what I wanted, for example: if I wanted to release the french, I would need to give Alsace too or for Poland I would need to give back Danzig and Pozen(?), I wasn't going to give back rightful german lands.

This. I was going about in Eastern Europe, fixing up the peace deal Germany made with the soviets in the past, only to find that I can't puppet Belarus and Ukraine, so I can give them the rest of their cores later!
And on top of that, the pudding on the cake, I can't give Poland it's tiny little territory as a concession for being such a good sport about losing the war.

Given the number of countries that now have options like this it'd probably make sense to make Monarchism its own actual ideology separate from Non-Aligned, because the Monarchist paths always run into issues with the fact that the game considers their ideology to be essentially "miscellaneous".

[If you wish to puppet a state whilst non-aligned, you will need the Together for victory DLC, if you directly take the land you wish to puppet, and go to then release nations section and release as puppet, its not the best way, as if you wanted to take some land and puppet some, you cannot as they will have claimed on there former land dependent on who or where it is you have annexed.

Its high time Paradox just make a special functionality under "Monarchies" that allow them to have Puppets that operate Fascist-lite, or at the very least like Great Britain's.

Restoring the Austro-Hungarian Empire should operate the same as the German Empire.

One can also install the simple non- allined fix mod, this won’t help if you are attempting to get achievments, the mod allows you to puppet, boost party popularity, and gain non-alined popularity boosts in your own country.

Considering many of the non-aligned nations are dictatorships of some fashion, it's kind of awkward that they can't justify until 50% WT or puppet. They already carry disadvantages relative to aligning, so why is this a thing?

Or just create Monarchist as a new ideology. It would open up all kinds of alternative focus trees.

Wilhelmite Germany should be able to puppet. They were well on their way to that in the East in 1918 after the treaty of Brest-Litovsk.
