Playing 1936 Germany and running into serious resource shortages. Haven't been able to find one single country that will trade resources for cash (lots of offers the other way). Even when I get "Likely/Very Likely" at the initial offer stage, they still turn it down. USA, Persia, USSR, UK, France, Liberia, Venezuela, etc... and good/bad/neutral relationships doesn't seem to matter. I'm not a major threat - the world's "bad boy" is currently Denmark thanks to my spies. Any thoughts/suggestions/solutions?

Increase the efficientcy of your IC through techs.

Sort the resources in the Diplomatic screen by clicking on top of the resource.

Red icon is zero availability. You may have to click again to re-sort so the white icons show up.

Now you know what country has that resource available.

Depending upon your relationship, you can trade.

A lot of the defaults sayimpossible. Click on buy icon. Now it changes to maybe unlikely likey.

Here's a secret: Stimulate your trading partners by buying goods from them.

When they have a daily cash flow, then you can sell them resources to increase your cash flow.

hmm, this is quite different from my experience. i had no problem buying resources from the US or SU. They happily do 50 rares + 50 metal for cash. The netherlands was also a good trading partner. I generally trade with majors as they usually have larger surpluses and less prone to fickle cancellations.

Trading won't work if they don't need the resource, if they don't have $ to pay for it, and if they have no convoys...

I had a lot of success, but had to work at finding countries to trade with. And remember, I think that the above work when the decision is made by the AI, not when you send out your offer. ie, the AI may have had surplus $ when you made your offer, but may not when your offer was received.

A subtle point about the convoy requirement - if convoys are required to move the resources, the buyer must supply them, so you can still grab lots of oil, say, from Venezuela even if they don't have many convoys.

I generally had no problems (as germany 1936) buying resources for cash, America and Russia being particularly happy to see my money. The real problem was selling my energy for cash. Either no one was willing to buy, or were willing then 3 out of 4 turns had no cash, or they simply didnt bother tasking enough convoys.

I'm not overly enamoured of the whole trading mechanism at the moment.

Cash strapped and energy poor countries rich in iron or minerals really deserve the oportunity to purchase my energy with thier sweet sweet iron ore or other surplus supplies. :)

Italy and Japan both need energy and are willing to pay for it. Energy isn't worth much though.

Produce some supplies. Sell those for loads of cash and buy everything your need (steel, rares and oil) from the US.

What intrigues me is, why doesn't Germany have the system that Comintern uses (resources for resources trade)? Historically, Germany was broke in 1933 when Hitler seized power. Germany had no gold or silver, because it had been plundered after 1918, thus a new banking system was created. As Germany had no solid scrip to use in trading with other countries, Hitler's government was forced to trade in this resource-for-resource manner.

I am sorry, but no. Germany was hit by the great depression as every other major economy, but it was not broke in 1933. It was broke in 1939 though, due to the massive re-armament program of the Nazis.

And besides, just trade your surplus for cash and buy the resources you need for that cash. Put some extra IC into supplies and you will have all the cash you need and then some more.

No, I'm pretty sure by 1939 Germany had full employment and a need for a million workers. As I said, the German Reichsbank was empty of gold, silver and platinum in 1933. It had all been taken overseas after the treaty of Versailles. Anyway, is it possible to mod the faction 'perks'?

The key to trading is to start doing it right at the start, and not to wait until you actually need the resources. It's not hard to have 99k in every resource by the end of '39, but you have to commit to buying up as many resources as you can afford, by selling energy and supplies (which you can produce in abundance).

The AI is particularly poor at building convoys. Basically, you should get all (or at least most) your resource trades in on January 1st 1936 and you'll be fine. Later on you can struggle.

Alternatively go for trades with people you have land borders with. As Germany I never have a big issue with getting trade off the soviets.... sometimes I need to buy more than one resource at once to get a trade to very likely but that's no biggie since I need metal, rares and oil off them.

From what I've seen the AI is worse about keeping money on hand. They'll put enough convoys on it in a day or two, but money is the big peacetime issue. That, or they simply change trading partners far too often.

Is there a relations hit for canceling trades?

What I do, with Germany '36, seems to work for me.

I start off with full mobilization in the politics, and don't put the +IC ministers in power at start.

Jan 1, before I let the clock start running, I go to the diplo screen, set the nation sort to All, set the resource filter to put those nations most needing energy at the top, then start going down the list offering 25 energy per country. I send that out to the top 10 countries in the list.

Then I send out a purchase request to the US for 50 metals. I also send a purchase request for 25 rares to the SU.

That's my "trade start strategy".

Then I let the clock start running. After a couple months of wheeling and dealing, I take a look at my resource inflow. If it's stabilized with solid numbers, I'll kick my policy up to the next level above basic industry mobilization for the +25% IC.

Later, when I start focus building my infantry, around late '37, early '38, I'll switch out my armament minister for good ol' whatshisname, that gives the +10% IC, since I'm not worried about inf decay.

Im not worried about inf decay, because I tend to build all the inf divs I plan on using for the war at that time. I'll run my manpower down to zero if I need to. It will fill back up in time for the big fights to cover casualties and replacements. But, by having all my inf divs built before the fighting starts, I get as much experience in those brigades, and their leaders, as possible, through the Poland and France Fights, before facing off against the Ruskies.

But, I do tend to be rather inf centric in my ground forces, so your mileage may vary on which minister you prefer over the long term.

PS. If I have probs getting the SU or US to agree to trades, I'll sort the nations list to Europe and deal with those. Netherlands is a good source, as is Belgium. Belgium will tend to boycott Germany once the Poland fight starts, so that needs to be kept in mind.

Trading with nations more historically aligned to Germany on the European continent helps avoid convoy disruption and boycotts once the shooting starts.

Oil

The biggest Og Germany problem is with crude oil. You can conquer Romany to fix thus problem. Though in my game I'm not sure I can use the oil from Romany becous there is no teretorial connection betwen germany and the occupaied Romany. Hungary is part of the Axis in my game I wonder if I could ship the oil through hungarian teretory back to the fatherland

Crude oil will only be a problem if you run out of energy. Given that Germany produces a large surplus of energy I find that the crude problem non existent.
