What I do, with Germany '36, seems to work for me.
I start off with full mobilization in the politics, and don't put the +IC ministers in power at start.
Jan 1, before I let the clock start running, I go to the diplo screen, set the nation sort to All, set the resource filter to put those nations most needing energy at the top, then start going down the list offering 25 energy per country. I send that out to the top 10 countries in the list.
Then I send out a purchase request to the US for 50 metals. I also send a purchase request for 25 rares to the SU.
That's my "trade start strategy".
Then I let the clock start running. After a couple months of wheeling and dealing, I take a look at my resource inflow. If it's stabilized with solid numbers, I'll kick my policy up to the next level above basic industry mobilization for the +25% IC.
Later, when I start focus building my infantry, around late '37, early '38, I'll switch out my armament minister for good ol' whatshisname, that gives the +10% IC, since I'm not worried about inf decay.
Im not worried about inf decay, because I tend to build all the inf divs I plan on using for the war at that time. I'll run my manpower down to zero if I need to. It will fill back up in time for the big fights to cover casualties and replacements. But, by having all my inf divs built before the fighting starts, I get as much experience in those brigades, and their leaders, as possible, through the Poland and France Fights, before facing off against the Ruskies.
But, I do tend to be rather inf centric in my ground forces, so your mileage may vary on which minister you prefer over the long term.
PS. If I have probs getting the SU or US to agree to trades, I'll sort the nations list to Europe and deal with those. Netherlands is a good source, as is Belgium. Belgium will tend to boycott Germany once the Poland fight starts, so that needs to be kept in mind.
Trading with nations more historically aligned to Germany on the European continent helps avoid convoy disruption and boycotts once the shooting starts.
