Not sure if it was ever mentioned in this threat, but shouldn't the economy law be considered for optimal building? (Build civs only before switching to War Economy.)
I think that the incremental steps in economy laws work the same for both Mic/CIC. But yes, an optimized Game would take that into account, too.

Civs on war eco have the same bonus as on partial mob, that is to say 0%. War eco just means 5% less consumer goods penalty.

Yes, but mils don't. So if you are going to build civs and mils, you'd rather build mils when you have higher bonuses, thus building civs when there is smaller mil construction bonuses.
