Here's what happens when the German AI isn't able to crack Poland: they divert too many forces from protecting the Saar area and their NW shore from Allied incursions. To be fair, I did manage to build 50 Militia and 10 Infantry divisions, starting the war with 107 total, plus a few sundry brigades, so I often managed to outnumber them locally. Note that this is my personal mod, but I haven't tinkered much with the combat system, except to tone Militia down quite a bit, take the costs of HQ down a notch and buff police, engineer, AA and cavalry brigades.
Now, I am pushing them back, but I can't help but think that if they held back forces to keep their land and IC safe from the Allies, they might have been able to put a stop to my WWI-style assaults. They have superior manpower and IC, and even if I win the Oder, Berlin, the final condition for my custom Polish victory event, can be a bastard to crack if there are enough infantry divisions and garrisons in it. And they'd be more able to prevent me from encircling and destroying their divisions, which is a nasty problem for them.
You can see from the above pic that Germany is shafted. They can't reinforce and feed their armies with all that IC lost again and again from bombardment (not pictured) and occupation.
They don't have this problem when I'm not Poland, though. They sometimes get surprised by minor incursions, but they beat them back easily.
I've also tried to play GER myself and am concerned that they might not be able to build enough divisions (when AI due to inefficiency, when I played them, because I insisted on 3 runs of HQ-AA and 2 of tanks
