So this is a relatively simple complaint. Not sure if it's justified or anything, but...

Purging determined exterminators or devouring swarms still grants the genocidal negative opinion modifier on all other empires? And it doesn't seem to be reduced or anything? If the entire galaxy hates their guts, with the entire war goal against them being "end threat," shouldn't other empires appreciate the extermination of these galaxy-wide threats? Not sure if this was a thing before, but this complaint is coming after a particularly hard time following a defensive war against exterminators.

To clarify a bit, do you mean you've successfully defended yourself in a war, took their core planets and since they're a machine empire/hive mind/whatever the pops are auto purging and you're getting a diplomacy malus? Because I'm pretty sure that's a bug since you can't not purge them.

Hive and robot purging is not supposed to incur diplo maluses. If it is it is a bug. Purging purifiers would rightfully be seen as "too far" for the defenders. You can enslave and eat them no problem though.

I conquered a bunch of systems, and after the war the ones that had planets in them were automatically handed over to me. During the war, a few systems I had conquered with planets I didn't invade were auto-handed over to me for some reason (stated reason was that I had a starbase in the system) and that alerted me to the fact that purging determined exterminators earned me a diplomatic penalty. That is where I settled status quo, to avoid as much penalty as possible. So yes, that is what happened.
